Management Structure
E & J Estates
E & J Estates are the agent for RMB 102 Ltd who owns the Freehold of the estate.
Leaseholders pay E & J Estates a ground rent yearly (February) in arrears.
Premier Property Management and Maintenance Limited
Premier Property Management and Maintenance Limited (PPM Ltd) are our Managing Agent.
Marmaville Court RTM Company Limited
Marmaville Court RTM Company Limited – was granted the right to manage (RTM) by the Freeholder in July 2018. This means that the Board of Directors not only has the right to manage the site, but also has a duty to do so. Directors do not receive a remuneration.
The RTM sets the budget for the year and manages expenditure within that budget. The service charge is made up of 3 schedules – Schedule 1 Estate is split equally between 65 apartments, Schedule 2 Apartments is split pro-rate to square footage, Schedule 3 Lifts is split equally between the apartments in stairwells B, D, E, and G.
The RTM instructs and manages the contractors it appoints to attend the site. Contractors that residents employ to do work in their apartments are bound by the same requirements of public liability insurance and all site-specific requirements including parking. It is the resident's responsibility to ensure their contractors have public liability insurance. Without this, they may not operate on this site.
The RTM appoints the managing agent to collect service charge payments and administer the bank accounts held on behalf of the RTM for the payment of contractors.

RTM Membership
The RTM is a company limited by guarantee. To continue to exist it requires at least 50% of Leaseholders to be Members. Shortly after becoming a Leaseholder, you should receive an invitation to become a Member from PPM Ltd. Please contact them if you do not receive an invitation.
Membership is free but you would be liable to the tune of £1 (one pound) if Marmaville Court RTM Co. Ltd. became insolvent.
Should the Membership fall below 50% the RTM would cease to exist, and the Freeholder would regain the right to manage. We would no longer be the decision makers, in particular the Freeholder would source building insurance through their own channels and would choose the managing agent who would set the service charges according to their own preferences. This would negatively affect everyone who lives here.

Compliance with the Terms of the Lease
Living here is an implicit agreement to abide by the terms of the lease. All residents whether leaseholder or tenant should be familiar with its content. The full document can be found here.

Vehicles
The Lease stipulates that motor vehicles should have a valid MOT, be taxed and insured and that they should not be serviced on the premises (service is any type of work that requires tools) other than fitting a spare wheel in the event of a puncture.
Apartments
Decorations – Article 6 of the Fourth Schedule of the Lease states that apartments should be decorated "As often as may be necessary and at least once in every fifth year".
Alterations – No structural alterations are permitted without the written consent of E&J Estates' Legal Department, via the RTM.
Pets
If you wish to bring your pet(s) to live with you, written permission is required from the RTM.
Loft Space
We would remind all top floor residents that the loft space does not form part of your property and must not be used for storage. Contravening this rule could invalidate our insurance policy and render you personally liable. There is ample storage space in 'the catacombs' situated behind the louvered door to the right of the archway, and the louvered door to the left of stairwell D. We would remind all residents concerned that inspection of loft space can take place at any time after prior notice.
X65 Rule (Times 65 Rule)
The Lease Uniformity clause means that where the RTM allows one resident to do something, they must be able to allow all the residents to do the same. The question to ask yourself is "What if all the residents did what I am doing, or am about to do to a communal space?"
Plumbing
Please do not throw any form of wet wipe/ cleansing wipe down the toilet.
Sterile Stairwell Policy
The only items allowed in the stairwell are door mats in front of apartment doors. They should lay flat and be no thicker than the threshold. Hanging wreaths is not allowed on apartment doors; they are fire doors and should not be interfered with. They could also become a hazard if they fell on the floor. Shoes should not be left on the mats outside your property. Items should not be placed on windowsills.
Sterile External Policy
The sterile external policy, a condition of the Lease, relates to the building itself, not the grounds outside the building. No washing should hang on Juliet balconies or windowsills. No plant pots between the Juliet balconies and windows. No Santa's / decorations crawling up the wall or window. No Christmas lights on the outside of the windows or on Juliet balconies.
Entrance and Exit Gates
Are left open during the day. We would remind everyone that able-bodied residents are expected to be able to disengage the gates. Instructions on how to do this are posted at the gates.
Speeding
Residents and their visitors are asked to respect the 5mph speed limit.
Grounds and Common Areas
- Benches: Are allowed, although bought by individual residents, the benches are deemed to be communal. Residents should make sure that their benches are well-maintained and safe to sit on. They should decommission them if they cannot make them safe.
- Garden Furniture: Is allowed, however garden chairs and tables should be stored away when not in use.
- Ornaments: Are allowed, they must neither represent a health & safety hazard, nor hinder our contractors in their work.
- Watering Cans/Containers: These should not be left in the grounds unattended but stored away when not in use.
- Bicycles: Should be stored in the catacombs, and not left outside.
- Potted Plants: Are allowed, they must not interfere with health & safety, and be well maintained. Walkways must be kept clear.
- Vegetables: Planting / creation of vegetable patches is not allowed.
- Fruit Trees: Planting fruit trees is not allowed. The orchard is maintained by the RTM.
- Uprooting Vegetation: Is not allowed, gardens are maintained by the managing agent under the direction of the RTM.
- Barbecues, Fires, Fireworks: Are not allowed within the grounds.
- Domestic Animals: May we remind residents that, under the terms of the lease, domestic animals must not be exercised in the grounds.
