Marmaville Fire Safety and Health & Safety Guidance for Residents

Scheduled checks are carried out around the site to ensure conformity to basic requirements. More specific or in-depth checks are carried out by appropriate professionals when required. Whenever any of these are likely to affect your daily routine, notice will be given via email and the noticeboards in each stairwell.

Anyone who spots a loose carpet on any of the stairs is requested to notify the RTM by whichever means they prefer. If the carpet piece is so loose that it can easily be removed, please do remove it and place it on the window sill in the stairwell.

If anyone has any health & safety concerns about the communal areas of the site, including the grounds they should raise it via the contact form or a hand written note for those who do not use the internet.

Building Safety Legislation

Following the Grenfell Tower fire in 2017, significant changes to building safety legislation have been enacted and included in Section 156 of the Building Safety Act 2022, the Fire Safety Act 2021, and the Regulatory Reform (Fire Safety) Order 2005.

The important requirement is that those bodies or individuals that are nominated as "Responsible Persons" must be able to legally show that they have communicated fire safety guidance to all those who might be at risk. Secondly, where there are several "Responsible Persons" involved i.e subcontractors, there are appropriate communications between them.

The Marmaville RTM is a designated "Responsible Person" Contractors employed to undertake specific tasks become "Responsible Persons" when contracted.

Apartment buildings have been divided into three different groups dependent on their height. Marmaville is a four-story building below the critical 11 meter height therefore falling into the lowest risk grouping.

The fire risk control measures currently in place in the Marmaville buildings comply fully with the present legislation.

Hopefully, you will be aware of the Fire Emergency procedures displayed on or adjacent to the noticeboards. Also, there is a list of emergency contact numbers. But just in case you have not seen them.

BELOW is a reproduction of the fire emergency procedures and key guidance for residents relating to minimising fire risks. In most cases requirements will be included within the lease agreement that purchasers signed when acquiring the apartment.

FIRE EMERGENCY ACTION

If a FIRE starts in YOUR apartment:

  • Ensure everyone in your apartment leaves and proceeds, using the stairs if necessary, and exits the building.
  • DO NOT USE THE LIFT.
  • DO NOT TRY TO FIGHT THE FIRE.
  • CALL THE FIRE SERVICE – DIAL 999 Ensure that the Fire Service operator has the address for Marmaville before you hang up.

If you hear alarms indicating a fire in other areas of Marmaville buildings:

  • Stay in your apartment until the Fire Service arrives. Only leave the apartment if advised to by the Fire Service or if you are being affected by smoke or heat from the fire.
  • Close doors and windows in your apartment.

RESIDENTS' FIRE RELATED RESPONSIBILITIES

SMOKE ALARMS – Apartments are fitted with Smoke and Heat Alarms.

  • You should periodically press the test button on the alarm(s) and hold for a few seconds to check that they are working.
  • If the alarm beeps every few seconds (or even every 30 seconds) then the battery may need renewing. If you are unaware or unable to change the battery, contact the RTM who can assist.
  • The smoke alarms in your apartment have a sticker on them advising a date when the alarm should be renewed. This is usually every 10 years. If you do not know the replacement date on your alarms and you have not replaced them recently, go and check them NOW. If you find that you need to replace them and you need advice on what to buy, please contact the RTM via email marmavillertm@gmail.com

APARTMENT FRONT DOORS – These are Fire Doors.

  • Leaseholders are responsible for the safe operation of their fire door.
  • The front door is fitted with a self-closing device, which must be maintained to ensure that the door fully closes into the frame when released from a fully open position.
  • The door frame is fitted with intumescent strips and smoke seals. It is advised NOT to paint over these as it may hinder performance in the event of a fire.
  • The doors will be inspected annually to ensure they comply.
  • Report any problem with your door to the RTM

HEATING – Apartments are fitted with Gas Fired boilers.

  • It is a requirement that your gas boiler is inspected and tested annually.
  • Use only Certified GAS SAFE engineers for conducting boiler services, repairs, and inspections.
  • The use of radiant heating devices, particularly those using gas or paraffin, is not recommended.

ELECTRICAL FIRE RISKS

  • Electricity is responsible for a substantial number of domestic fires.
  • There should be a sticker on your electricity distribution box (often sited in hallway) which indicates when your next Fixed Electrical Safety inspection is due. This should be conducted by a competent Electrical Engineer. The engineer will also apply a new sticker indicating when re-inspection will be due.
  • If you have any electrical appliances that cause the fused switch to turn the supply off, these appliances should not be used until safely repaired or disposed of safely.
  • Competent Electrical Engineers should be used for any and all electrical work in your apartment.

OTHER FIRE RELATED GUIDANCE

  • Do not obstruct safe access through your front door by cluttering your hallway.
  • Do not leave open holes in walls or ceilings within your apartment. Fill them with plaster or Polyfilla type material. These could facilitate smoke passing through them to both communal staircases and other apartments. Our Fire Safety relies on good "compartmentation" preventing fire spreading along cavity walls to other apartments or making escape down communal stairways difficult.
  • Do not smoke in communal areas.
  • Do not store flammable substances in your apartment or garage nor in the catacomb storage areas.
  • Do not put flammable items in the electric or water meter cupboards in the stairwells.
  • Our communal staircases operate successfully if we maintain a STERILE POLICY. We must not leave flammable materials or items that could present a trip hazard in the hallways. Remember in the event of a fire such hazards can threaten the lives of people trying to escape, particularly for residents who may have mobility difficulties who might normally need to use a lift.
  • If you notice any loose or displaced stair carpet treads, please advise the RTM by email who will arrange re-fixing. If the carpet piece is sufficiently loose, please remove it and place it on the windowsill in the stairwell before contacting the RTM.
  • Each apartment has a GAS STOP VALVE and an ELECTRIC FUSE BOX. You can also turn off gas, electric and water supplies close to the meters in the services cupboards on landings.
  • Fixtures & Fittings. Marmaville Building Insurance does not cover your fixtures & fittings, i.e. built in kitchens, bathrooms and bedrooms (because you cannot insure something that does not belong to you) Insurance for this is available through your broker.

EMERGENCIES

You should always call 999 if someone is seriously ill or injured, or their life is at risk.

Only the following are considered as communal emergencies:

Fire, Gas Leak, Dangerous Electrics, Burst Water Main, People Stuck in a Lift.

  • Lifts emergency: call White Lifts Service 0113 2579219 (only if a person is stuck in a lift and unable to press the bell button)

Gate will not open: This would only constitute an emergency in case of medical needs.

Able-bodied Residents are expected to be able to disengage the gates by following the instructions displayed next to the gate on how to open it.

If you would be unable to open the gates yourself in the event of an emergency, please let the RTM know by your preferred method.

Ice and Snow

Grit bins can be found at the front of the building near the main entrance steps and at each side of the ramp just up from the tunnel. They are there for anyone to use in the event of ice and snow and the irony is those who most need it are least able to do it. If you are able bodied, don't wait for someone else to do it.
